Amends Section 3.1-20-45 of the Illinois Municipal Code regarding nonpartisan primary elections for uncontested municipal offices.

Eliminates the requirement to print a primary ballot when a write-in candidate files notice of intent for an uncontested office (previously required a primary if the write-in candidate became the fifth candidate filed).

Requires write-in candidates to re-file a declaration of intent for the general election with the appropriate election authority when no primary election is held.

Removes detailed requirements for the written statement or notice of intent to be a write-in candidate, including filing deadlines and content specifications.

Removes the provision that election authorities had no duty to conduct a primary unless a timely written statement was filed by a prospective write-in candidate.
