Allows the Department of Healthcare and Family Services to provide medical services to noncitizen children under 19 years old who are ineligible for Medical Assistance due to citizenship requirements.

Permits DHFS to provide medical assistance to noncitizens over 65 years old with income at or below 100% of the federal poverty level (after deducting medical care costs) who would otherwise meet eligibility requirements.

Authorizes DHFS to provide medical services to noncitizens aged 19-64 with income at or below 133% of the federal poverty level plus 5% for their family size, with benefits identical to the Health Benefits Service Package.

Allows DHFS to limit enrollment, reduce services, or change eligibility standards if necessary to ensure program costs do not exceed available state funds during a fiscal year.

Requires continued enrollment of children under the noncitizen program to be contingent upon continued enrollment into the Children's Health Insurance Program.
