Designates the legislation as the CROWN (Create a Respectful and Open Workplace for Natural Hair) Act.

Expands the definition of "race" under the Illinois Human Rights Act to include traits associated with race, including hair texture and protective hairstyles such as braids, locks, and twists.

Changes the Department of Human Rights' jurisdiction over places of public accommodation from denial of "access to" facilities, goods, or services to denial or refusal of "full and equal enjoyment" of those facilities, goods, or services.
