HB3512 Summary

• Establishes the Illinois Law Enforcement Certification Review Panel with 13 members appointed by the Governor and Attorney General to review law enforcement officer decertification cases and oversee disciplinary proceedings.

• Creates the Officer Professional Conduct Database to track law enforcement misconduct, accessible to law enforcement agencies, State's Attorneys, and the Attorney General for Brady/Giglio compliance and hiring purposes.

• Expands automatic decertification grounds for law enforcement officers to include specific misdemeanors (domestic violence, sexual assault, integrity crimes) committed on or after January 1, 2022, in addition to felonies.

• Requires law enforcement agencies to report misconduct involving 10-day suspensions, official investigations, integrity allegations, or resignations during investigations to the Board within 10 days.

• Grants persons in police custody the right to make 3 free phone calls within 3 hours of detention, with statements obtained in violation of this right presumed inadmissible unless proven voluntary and reliable by clear and convincing evidence.
