Creates Department of Juvenile Justice Reimbursement and Education Fund to receive revenue from youth incarceration, workers compensation reimbursements, and federal grants.

Establishes target release dates for youth in juvenile justice system with consideration of offense severity, reoffending risk, and progress; extends target release dates by at least 12 months for Habitual Juvenile Offenders and Violent Juvenile Offenders.

Eliminates restrictions on disciplinary isolation limits (previously 7 consecutive days or 15 days per 30-day period) for youth committed to Department of Juvenile Justice.

Transfers youth correctional facilities from Department of Corrections to new Department of Juvenile Justice and authorizes the Department to construct or lease youth centers.

Requires courts to find reasonable efforts were made to prevent removal from home before committing minors to Department of Juvenile Justice, considering individualized factors including age, criminal background, educational background, and availability of community services.
