State Board of Elections must establish by rule a system for publication and certification of election results to be used by all election authorities.

County clerk must issue certifications of death records and cancel voter registrations for deceased persons who died in the preceding month, changing "may" to "shall" in existing law.

County clerk and board of election commissioners must confirm quarterly that all deceased voters and voters who changed addresses out of the county or municipality are no longer registered to vote in that jurisdiction.

County clerks must update vote totals a minimum of every 24 hours after election day, including reporting total uncounted ballots, total provisional ballots (counted and uncounted), and all outstanding vote by mail ballots.
