• Expands the Governor's emergency powers during a declared disaster to include cyber incidents, allowing the same emergency response and resource mobilization procedures available for natural disasters.

• Modifies Section 7 to clarify that the Governor shall delegate authority to the Director to manage, coordinate, and direct all resources during a disaster, rather than delegating command authority.

• Maintains all existing emergency powers including suspending regulatory procedures, utilizing state resources, transferring personnel and functions between agencies, acquiring property, evacuating populations, and controlling movement within disaster areas.
