Grants child sexual abuse victims the right to have forensic interviews conducted by accredited children's advocacy center interviewers when available.

Requires State's Attorneys to consult with crime victims before deciding not to charge an offense, and victims have the right to bring an attorney, advocate, or support person to such consultations.

Creates a private civil cause of action for victims to seek injunctive, declaratory, or mandamus relief when officials willfully or wantonly violate victims' rights and fail to correct violations after written notice.

Expands the definition of "rape crisis organization" to include rape crisis centers certified by statewide sexual assault coalitions for purposes of confidentiality protections.

Adds new victim rights procedures including consultation on plea bargains, timely notice of case disposition decisions, right to have support persons at court proceedings, and access to presentence reports with certain information redacted.
