Capital Development Board authorized to make early childhood construction grants to public school districts and not-for-profit entities, funded from the School Construction Fund.

Local matching fund requirements tiered by school district classification: Tier 1 districts require 3% match, Tier 2 require 7.5%, Tier 3 require 8.75%, and Tier 4 require 10% of grant amount.

Capital Development Board must hold title to or place a lien on facilities constructed by non-profit entities for 10 years; title transfers after 10 years if grant agreement terms are met.

Capital Development Board shall establish priority standards based on communities with greatest underserved young child populations using Census data and local early childhood service data.

Twenty percent of total grants awarded in each school year must be reserved for school districts with populations exceeding 500,000, provided they meet all requirements and rules.
