IL HB3570

Creates an animal abuse registry maintained by the Department of Agriculture requiring persons 18 years or older convicted of animal cruelty or torture (Sections 3.01, 3.02, or 3.03 of the Humane Care for Animals Act) to register within 30 days of conviction.

Registry is publicly accessible and searchable by name, date of birth, and address, including the offense for which each registrant was convicted.

Prohibits registered individuals from owning companion animals or being employed at animal shelters, pounds, pet shops, zoos, or other businesses where companion animals are present.

Requires registrants to pay an annual $50 fee deposited into the Animal Abuse Registry Fund, to be used by the Department for establishing and maintaining the registry.

Allows court removal of registration requirement only after registrant demonstrates through psychiatric or psychological testing by clear and convincing evidence that they have sound mental capacity and ability to humanely care for animals.
