HB3593 Summary

• Amends Illinois Public Aid Code Section 9A-11 to establish child care assistance eligibility and services for low-income working families and families transitioning from welfare.

• Requires the Department of Human Services to establish income thresholds no less than 185% of federal poverty level (beginning fiscal year 2008) and redetermine eligibility no sooner than every 12 months, during which families remain eligible despite income changes up to 85% of state median income.

• Mandates the Department update its Child Care Assistance Program Eligibility Calculator to distinguish between first-time applications and eligibility redeterminations.

• Establishes seven eligible family categories including TANF recipients, families at risk of TANF, families with special needs, working families with very low incomes, and families with children under 5 with open intact family services cases (with 6-month continuation after case closure).

• Requires child care provider rates be increased by at least 4.26% within 30 days of June 4, 2018, and authorizes the Department to establish co-payment scales based on family income and size, with waivers for families at or below federal poverty level.
