Expands township dissolution provisions from McHenry County only to all counties under township organization, allowing registered voters to approve dissolution through referendum with proper petition signatures.

Transfers all dissolved township property, assets, personnel, contractual obligations, and liabilities to the county, which must use funds solely for the benefit of residents in the former township's geographic area.

Requires all townships (not just those in Lake and McHenry Counties) to abolish road districts with less than 15 centerline miles of roads, with powers and duties transferring to the township or, if offered, to municipalities.

Limits county property tax levies to no more than 90% of the prior township or road district levy, with funds used only within the dissolved township's boundaries and subject to Property Tax Extension Limitation Law.

Makes conforming changes to the Motor Fuel Tax Law and Counties Code regarding distribution of motor fuel tax funds to dissolved townships and road districts.
