IL HB3607

Reduces license validity period for community mental health and developmental services agencies from 3 years to 2 years.

Requires agencies receiving a "less than acceptably compliant" score from a Department survey or audit to implement a corrective action plan.

Authorizes sanctions against non-compliant agencies, including admission freezes and license revocation, based on compliance scores.

Maintains existing requirement for Department to conduct inspections of community-integrated living arrangements at least once every 2 years.

Triggers mandatory Department review of an agency's license and service agreement when disproportionate complaints, substantiated abuse cases, unexplained deaths, or egregious violations occur.
