Exempts electronic devices, video recording devices, computers, and computer peripheral equipment used in approved online educational courses from the definition of "electronic contraband" in penal institutions.

Defines "Internet" as an interactive computer service or system that provides computer access by multiple users to a server, and "online" as using any electronic device to access the Internet.

Requires the Department of Corrections to provide educational programs for all committed persons, including courses taught or provided online as defined in the Criminal Code.

Applies the exemption only to devices approved by the Director of Corrections or the chief administrative officer of the penal institution.
