Establishes new definition of "federal poverty level" in Illinois Public Aid Code referring to poverty guidelines updated by U.S. Department of Health and Human Services under 42 U.S.C. 9902(2).

Beginning in State fiscal year 2022, increases the income threshold for child care assistance eligibility to no less than 200% of the federal poverty level for each family size.

Maintains existing child care assistance program provisions covering seven categories of eligible families including TANF recipients, families transitioning from welfare to work, and families with very low incomes.

Requires Department of Human Services to establish child care provider rates no less than January 1, 2018 rates plus 4.26%, within 30 days of the effective date.

Takes effect July 1, 2021.
