Expands fire chief license plate eligibility to include deputy fire chiefs and assistant fire chiefs of municipal fire departments and fire protection districts.

Allows vehicles of deputy fire chiefs and assistant fire chiefs to be equipped with sirens, whistles, or bells capable of emitting sound audible from not less than 500 feet under normal conditions.

Requires any fire chief, deputy fire chief, or assistant fire chief operating warning devices on a personally-owned vehicle (not owned by a municipality or fire protection district) to display fire chief license plates.

Mandates that persons issued fire chief license plates must immediately surrender them to the Secretary of State upon resignation, termination, or reassignment to a rank other than fire chief, deputy fire chief, or assistant fire chief (excluding permanently issued plates).

Grants the Secretary of State authority to recover fire chief license plates.
