Prohibits use of Class B firefighting foam containing intentionally added PFAS chemicals for training purposes after June 30, 2021; only PFAS-free training foam may be used.

Prohibits use of Class B firefighting foam containing intentionally added PFAS chemicals for testing purposes after June 30, 2021, unless the testing facility implements appropriate containment, treatment, and disposal measures to prevent environmental releases.

Applies prohibitions regardless of whether testing is required by law or by local government or State agency authority.

Exempts manufacture, sale, and distribution of PFAS-containing Class B firefighting foam from the prohibitions.

Exempts use of PFAS-containing Class B firefighting foam during emergency firefighting operations and emergency fire prevention operations.
