Amends the Illinois Police Training Act by adding Section 3.1 to create a Recruitment Division within the Illinois Law Enforcement Training Standards Board.

Establishes a "Back the Badge" program designed to develop recruitment plans for law enforcement agencies across the state.

Requires the Recruitment Division to determine and prioritize specific characteristics that law enforcement agencies and communities desire in police officers.

Mandates the Division cooperate with law enforcement agencies to develop strategies for hiring and retaining sworn police officers who are diverse and reflective of their communities while meeting agency priorities.
