Amends the Dual Credit Quality Act to allow partnership agreements between school districts and community college districts to enroll students in dual credit courses who do not meet the community college's academic eligibility requirements.

Students enrolled through such partnership agreements must receive the same instruction and complete the same coursework as students who do meet standard academic eligibility requirements.

Instructors teaching dual credit courses under partnership agreements must meet academic credential requirements specified in Section 20 of the Dual Credit Quality Act but are not required to exceed those standards.

Prohibits awarding dual credit to students who do not meet the specific requirements established in the partnership agreement.

Takes effect immediately upon becoming law.
