IL HB3645

Amends the Wildlife Code to require the Department of Natural Resources to create administrative rules establishing a muzzleloading rifle season and permit system for property-only hunting.

Allows deer to be taken with shotguns, handguns, or muzzleloading rifles during a firearm season of no more than 14 days annually between November 1 and December 31.

Establishes separate hunting seasons for bow and arrow (September 1 to January 31) and muzzleloading rifles, both set annually by the Director.

Permits the Department to establish additional harvest periods for disease management or surplus deer removal between September 1 and February 15, restricted to gun or bow and arrow hunting only.

Requires the Department to provide annual reports to the General Assembly beginning July 1, 2019, detailing surplus deer taken, disease findings, and disposition of harvested deer from separate harvest seasons.
