• Pet shop operators may only offer dogs and cats for sale if obtained from animal control facilities or animal shelters that comply with sourcing restrictions.

• Animal control facilities and shelters supplying dogs or cats to pet shops cannot be breeders and cannot obtain animals from breeders, resellers, or auction sources in exchange for payment or compensation.

• Pet shop operators must maintain records for 2 years documenting the source of each dog or cat, including the facility name, address, phone number, and compliance documentation.

• Pet shop operators must microchip all dogs and cats prior to sale and provide customers with written disclosure of breed, age, medical history, sourcing information, and warranty policies.

• Violation of sourcing requirements results in a permanent prohibition on the pet shop offering dogs or cats for sale; other violations incur administrative fines of $500 (first), $1,000 (second within 3 years), or $2,500 plus probationary status (third within 3 years).

• The Act takes effect 180 days after becoming law.
