IL HB3651

Requires employers to notify the Downstate Teacher and Chicago Teacher pension boards if a retiring member has been accused of sexually abusing a student.

Prohibits pension benefits for new members (those first becoming members after the bill's effective date) whom the board determines through administrative hearing to have sexually abused a student.

Allows pension boards to conduct administrative hearings to review sexual abuse claims and order forfeiture of benefits under Section 16-199 (Downstate Teachers) or Section 17-149.1 (Chicago Teachers).

Provides that the changes do not impair contracts or vested rights acquired before the effective date, and new teachers are deemed to consent to these forfeiture provisions as a condition of membership.

Takes effect immediately upon becoming law.
