Amends Section 11-907 of the Illinois Vehicle Code to clarify driver duties when approaching stationary authorized emergency vehicles displaying flashing lights, requiring lane changes when safe or reduced speed and safe distance otherwise.

Establishes penalties for violations including fines of $250-$10,000 for first offense and $750-$10,000 for subsequent offenses, with enhanced penalties for violations resulting in property damage (Class A misdemeanor), injury (Class 4 felony), or death (Class 4 felony).

Mandates driver's license suspension of 90 days to 1 year for property damage violations, 180 days to 2 years for injury violations, and 2 years for fatal violations.

Creates the Scott's Law Fund to support State Police educational materials and off-duty officer enforcement related to stationary emergency vehicle safety.

Establishes the Move Over Early Warning Task Force to study violations of move-over laws and develop early warning technologies for alerting drivers to first responders, with a report due to the General Assembly by January 1, 2023.
