Amends the Electric Vehicle Act to require the Agency to mandate that charging station installation grant or rebate applicants comply with the Prevailing Wage Act, rather than simply prohibiting awards to non-compliant organizations.

Modifies the Illinois Enterprise Zone Act to add a new High Impact Business category (E-5) for utility-scale solar power facilities and clarifies prevailing wage requirements for wind and solar facilities.

Expands the definition of "public works" under the Prevailing Wage Act to include electric vehicle charging station projects financed under the Electric Vehicle Act and renewable energy projects required to pay prevailing wage under the Illinois Power Agency Act.

Changes the customer threshold in the Energy Assistance Act from 25,000 to 100,000 customers for utilities subject to incremental energy assistance charges, effective January 1, 2022.

Makes technical corrections to bill citations and effective dates throughout multiple sections of Illinois law.
