HB3674 - School Safety Drills Summary

• Schools must conduct at least one walk-through law enforcement drill within 90 days of the school year start addressing active threats or active shooters, with drills announced in advance to educators and students.

• Walk-through drills must not include content that mimics, simulates, or appears to be an actual shooting incident and must be age-developmentally appropriate.

• School administrators may exempt students from participating in drills; parents and guardians must receive advance notification about drill dates, content, and tone with an opportunity to exempt their child.

• Schools must provide alternative safety education using "less sensorial safety training methods" to students who do not participate in the walk-through drill.

• Drill content must be created by a team including administrators, teachers, school-based health and mental health professionals, and law enforcement; the team must meet within 2 weeks after each drill to evaluate implementation and assess whether any students or educators exhibited trauma signs.
