Eliminates reasonable fees for customers and local governments requesting billing and usage data from electric utilities, and for alternative retail electric suppliers requesting generic usage information.

Requires electric utilities serving at least 100,000 customers to file tariffs within 90 days providing alternative retail electric suppliers access to validated customer interval meter data at 15-minute intervals, delivered the next calendar day upon customer authorization.

Allows alternative retail electric suppliers to use interval meter data to develop time-of-use pricing, demand response, energy efficiency, vehicle electrification, and related electricity products, with data use restricted to authorized purposes and prohibition on selling or licensing data to third parties.

Establishes that misuse of interval meter data by alternative retail electric suppliers constitutes a violation of Section 16-115A of the Public Utilities Act, with enforcement through Illinois Commerce Commission complaint procedures.

Requires tariffs to provide alternative retail electric suppliers with 24 consecutive months of historical data for prospective customers and 12 months of historical data for new customers, plus daily bulk access to existing customer data through utility web portals.
