Changes the short title of the Renewable Energy Facilities Agricultural Impact Mitigation Act to the Agricultural Impact Mitigation Act and expands its scope to include pipelines and electric transmission lines in addition to renewable energy facilities.

Requires pipeline owners and electric transmission line owners to enter into agricultural impact mitigation agreements with the Department of Agriculture before construction, outlining construction and deconstruction standards to protect agricultural land.

Defines "Pipeline" as physical facilities transporting gas, carbon dioxide, oil, or hazardous liquids across Illinois and one or more other states, and requires pipeline owners to submit executed agreements to the Federal Energy Regulatory Commission.

Establishes the role of "Agricultural Inspector" hired by pipeline, transmission line, and renewable energy facility owners to monitor compliance with agricultural impact mitigation agreements and temporarily halt activities for violations.

Requires pipeline owners and electric transmission line owners to include standard agricultural impact mitigation agreements addressing topsoil restoration, drainage tile repair, soil compaction, erosion prevention, property damage compensation, deconstruction plans, and financial assurance mechanisms.
