Removes language from the Raffles and Poker Runs Act that made certain political committees ineligible to receive raffle licenses, including those with officers who have felony convictions, are professional gamblers, lack good moral character, or have connections to individuals meeting these criteria.

Changes violations of political committee raffle provisions from Class C misdemeanor offenses to civil penalties imposed by the State Board of Elections, with tiered fines of $500 for first violation, $1,000 for second, and $1,500 for third and subsequent violations.

Retains ineligibility restrictions for political committees that owe unpaid civil penalties to the State Board of Elections under the Election Code or have unresolved penalty claims, and for those more than 10 days overdue on required Election Code filings.

Adds language clarifying that Section 7 violations are subject to exceptions as otherwise provided in the Act.
