HB3727 Summary

• Expands township discontinuance authority to apply to all townships within coterminous or substantially coterminous municipalities, removing previous restrictions based on county population (3 million or more) and township size (7 square miles or more).

• Allows either the township board or city council to adopt an ordinance initiating discontinuance, or allows at least 10% of registered voters to petition for a referendum on abolishing the township organization.

• Transfers all rights, powers, duties, assets, property, liabilities, obligations, and responsibilities of any discontinued township to the coterminous municipality upon voter approval.

• Requires petition signatures to be collected within 90 days of filing and mandates signers to provide attestations regarding circulation dates.

• Repeals Article 28 of the Township Code, which contained special discontinuance provisions for St. Clair County townships.
