• Water utilities must create comprehensive lead service line replacement plans with timelines ranging from 15 to 50 years depending on the number of lead lines identified, with replacement rates of 2-7% annually.

• Municipalities may levy taxes under specified sections of the Illinois Municipal Code and Property Tax Code to fund lead service line replacement costs.

• Water utilities must notify building owners and occupants at least 14 days before planned lead service line replacement work, in multiple languages, with information about lead exposure risks and water flushing procedures.

• Establishes the Lead Service Line Replacement Fund as a state treasury fund and creates a 28-member Lead Service Line Replacement Advisory Board to oversee implementation and provide recommendations on funding mechanisms and replacement progress.
