Amends the Illinois Public Labor Relations Act to add a new unfair labor practice for labor organizations prohibiting them from requiring employees or job applicants to possess a driver's license for job placement or testing purposes.

Specifies that any State-issued identification card is sufficient as an alternative to a driver's license for job placement or testing purposes.

Designates this driver's license requirement restriction as subsection (b)(9) of Section 10, adding it to the existing list of prohibited labor organization practices.
