Amends the Fish and Aquatic Life Code to allow the Director to designate Veterans Day as a day when sport fishermen may fish without obtaining a required license or stamp.

Exempts fishing activity on Veterans Day from license requirements for subsection (a) of Section 20-5, Section 20-10, and subsection (a) of Section 20-55.

Applies the Veterans Day fishing exemption to waters wholly or in part within Illinois jurisdiction, including Lake Michigan waters under the State's jurisdiction.

Clarifies that the Veterans Day exemption does not apply to commercial fishing.
