Permits home rule municipalities that provide fire service to 80% of their territory to detach property from fire protection districts through court petition, with response-time studies required showing comparison between district and municipal fire department response times.

Enables adjacent fire protection districts to transfer areas of no more than 60 acres between each other through ordinance, requiring 60 days' notice to property owners and response-time studies comparing service from both districts.

Requires response-time studies in petitions to dissolve fire protection districts with no legal voters, demonstrating adequate fire protection will be available after closure.
