Amends Illinois Vehicle Code sections relating to automated traffic enforcement systems to add protections for vehicle owners when vehicles are stolen or hijacked.

Requires municipalities and counties to recognize stolen or hijacked vehicle status as a defense against automated traffic law violations, speed enforcement violations, and railroad crossing violations if a timely police report was filed.

Adds vehicle towing and storage expenses (up to $1,000 maximum) to compensable pecuniary losses under the Crime Victims Compensation Act for victims of violent crimes.

Modifies vehicle impoundment procedures to waive administrative fees and allow refunds when impounded vehicles are proven to have been stolen or hijacked at the time of impoundment, with owner providing timely law enforcement report.

Clarifies that vehicle owners and lessees are not liable for violations recorded during periods when their vehicles were stolen or hijacked, provided proof of timely police report is submitted.
