Requires owners of handguns possessed before the effective date to register with the Director of the Illinois State Police, providing name, date of birth, gender, race, residential address, social security number, and handgun serial number and description.

Handgun registrations are transferable if the seller notifies Illinois State Police within 72 hours of transfer and the buyer provides required registration information.

Registration becomes invalid if the registrant is prohibited from possessing a firearm under state or federal law, determined by checking federal Gun Control Act factors, forcible felony convictions, and Firearm Owners Identification Card Act notifications.

All registrants must recertify with Illinois State Police every 5 years, with failure to recertify resulting in revocation of registration.

Transferring a handgun without complying with registration requirements is a Class A misdemeanor.
