Amends Section 2-10 of the Juvenile Court Act of 1987 to modify provisions governing temporary custody hearings and shelter care orders for minors in abuse, neglect, or dependency cases.

Clarifies that the Department of Children and Family Services can immediately restrict or terminate parent-child contact or sibling contact without court order when reasonably necessary to protect a child's health, safety, and welfare, based on available facts and circumstances on a case-by-case basis.

Requires the Department to file amended visitation plans with the court within 10 days of any changes to parent-child or sibling contact restrictions.

Maintains existing prohibitions on placing juveniles charged with criminal offenses in DCFS custody, except for minors under age 15 with independent abuse or neglect findings separate from delinquency charges.

Establishes procedures for parent-child visiting plans and sibling placement plans, including court review authority to ensure plans are reasonably calculated to achieve permanency goals and serve the child's best interests.
