HB3811 - State Police Fund Transfer Summary

• Consolidates four special funds into two primary state police funds effective upon enactment: Over Dimensional Load Police Escort Fund transfers to State Police Operations Assistance Fund; State Police Vehicle Maintenance Fund transfers to State Police Vehicle Fund; Firearm Dealer License Certification Fund transfers to State Police Firearm Services Fund; and State Offender DNA Identification System Fund transfers to State Crime Laboratory Fund.

• Expands State Police Operations Assistance Fund to receive police escort fees under Illinois Vehicle Code Section 15-312 ($75 per hour per vehicle, minimum $300) and authorizes use of funds for police escort services and commercial vehicle enforcement activities.

• Updates State Police Vehicle Fund to include vehicle maintenance and operation costs in addition to acquisition and debt service on bonds for vehicle purchases.

• Modifies State Police Firearm Services Fund to receive revenue from Firearm Dealer License Certification Act and clarifies fund uses for firearm-related licensing, FOIL card processing, and law enforcement database improvements.

• Repeals all four dissolved special fund sections effective January 1, 2023, and updates numerous statutory references to replace "Department of State Police" with "Illinois State Police" throughout related codes.
