Amends the Wildlife Code to create a pilot program for a special 3-day youth-only firearm deer hunting season with statewide permits, excluding counties closed to firearm deer hunting.

Reserves one of the three days in the youth-only firearm deer hunting season exclusively for children with disabilities, as defined by the federal Individuals with Disabilities Education Improvement Act of 2004, provided their disabilities do not prevent safe hunting.

Applies the reserved day for children with disabilities to all counties in Illinois.

Makes all provisions of the pilot program inoperative on and after January 1, 2023.

Takes effect June 1, 2021.
