IL HB3813

Amends the Illinois Vehicle Code Section 3-117.3 regarding junking or salvage certificates for insurance companies and salvage dealers.

Establishes that electronic images showing payment to vehicle owners or lienholders via electronic funds transfer or other electronic means constitute sufficient proof of full payment for junking or salvage certificate applications.

Applies to motor vehicles titled in Illinois that have gone through insurance claims processes where owners or lienholders have received compensation and insurance companies cannot obtain an endorsed certificate of title within 30 days of payment.

Requires 30-day notice to vehicle owners and lienholders via certified mail before title transfer, with vehicle owners and lienholders able to dispute the transfer within 30 days and petition a court within 90 days if disputes cannot be resolved.

Prohibits insurance companies and salvage dealers from selling salvage vehicles obtained under this section to unauthorized purchasers and maintains penalties for illegal acquisition or destruction of salvage vehicle titles.
