Amends Section 235-25 of the Township Code to require township boards in single-township road districts to hold a public hearing before adopting road budget and appropriation ordinances.

Requires township boards to prepare a tentative budget at least 30 days before the public hearing and file it with the township clerk for public inspection for at least 30 days.

Mandates public hearing notice be published in a township newspaper at least 30 days in advance, or posted in 5 public places if no newspaper is available, with the hearing held by the first quarter of the fiscal year.

Grants township boards authority to adopt all or part of the tentative budget and appropriation ordinance and to determine the levy amount, replacing the previous requirement that the highway commissioner determine the levy amount.

Takes effect immediately upon becoming law.
