IL HB3819

Removes requirement that the board president automatically serve as executive director of downstate forest preserve districts.

Allows boards to appoint a separate executive director and may appoint the president as executive director if desired.

Grants appointed executive directors sole power to appoint, employ, or terminate employees; if no executive director is appointed, the president retains these powers.

Requires board approval before the president can cancel any event on forest preserve district property, except for public safety emergencies.

Provides that presidents serving as executive director on the effective date remain in that role until their term ends or the board appoints someone else, unless the board reappoints them.
