Requires electric utilities to deposit monies collected under tariffed charges for zero emission credits and renewable energy resources for the delivery year commencing June 1, 2020 into a separate interest-bearing account.

Eliminates the annual review, reconciliation, and true-up process for renewable energy resources collections and costs for delivery years commencing June 1, 2017 through June 1, 2021, instead conducting a single comprehensive review for the 5-year period ending May 31, 2022.

Allows utilities to recover costs associated with purchasing zero emission credits from zero emission facilities and renewable energy resources through uniform cents-per-kilowatt-hour charges that appear as separate line items on customer bills.

Requires utilities to calculate annual reductions to the zero emission credit charge for certain exempt industrial customers to limit annual rate increases to no more than 1.3% of the baseline rate from December 2015.

Permits utilities to use up to half of excess collected funds from delivery years 2017-2019 to support Illinois Power Agency renewable energy programs, subject to funding shortfall limitations.
