Expands death benefits for Chicago police and firefighters whose deaths result from post-traumatic stress disorder (PTSD), establishing a rebuttable presumption that such deaths occurred in the line of duty.

Allows active police officers and firefighters with 7+ years of service who are disabled by PTSD to receive occupational disease disability benefits equal to 65% of their salary.

Extends workers' compensation coverage to firefighters, EMTs, and paramedics for PTSD as an occupational disease, with a rebuttable presumption that PTSD-related disabilities arise from employment.

Provides police officers with workers' compensation coverage for PTSD-related disabilities under the same rebuttable presumption framework as other first responders.

Exempts all mandates created by this legislation from State Mandate Act reimbursement requirements and makes the bill effective immediately upon enactment.
