Renames Section 105 to Section 115 of the University of Illinois Act and extends the deadline for the Government Finance Research Center at the University of Illinois at Chicago to issue a water rates report from December 1, 2020 to December 1, 2022 for the Lake Michigan service area of northeastern Illinois.

Extends the report deadline for the remainder of Illinois from December 1, 2021 to December 1, 2023, with recommendations addressing water bill components, rate increase reasons, affordability definitions, inappropriate rate-setting practices, and intergovernmental coordination opportunities.

Establishes an advisory committee composed of state agency directors, private and municipal utility representatives, environmental and consumer advocacy organizations, and the Illinois Commerce Commission Chairperson to assist in developing the report.

Requires the Government Finance Research Center to provide a public comment opportunity within 60 days of the effective date of Public Act 101-562 on the report questions, metrics, and recommendations.

Extends the repeal date of this section from January 1, 2022 to January 1, 2024.
