IL HB3854

Changes the term "roadway" to "highway" in Section 11-804 regarding when turn signals are required at intersections.

Expands the definition of when turn signals must be used to include lane changes, turning a vehicle from a direct course, and moving right or left upon a highway, in addition to turns and entering private roads.

Requires electric turn signal devices to be operated continuously for at least 100 feet in business or residence districts and 200 feet outside such districts.

Prohibits electric turn signal devices from being left on or flashed except to indicate intent to turn, change lanes, maneuver from a direct course, or signal a traffic hazard; clarifies they cannot be used as courtesy or "do pass" signals.

Takes effect upon becoming law.
