Expands Chicago school district's website publication requirement from special education policies only to all proposed changes in policy and procedural manuals, unless compliance would prevent following state or federal law.

Requires Chicago school district to publish proposed changes at least 45 days before adoption and allow 30 days for virtual public comments on all policy changes.

Changes school board obligation from "immediately provide" to "provide within 10 school days" written materials on policies, procedures, rules, and regulations regarding identification, evaluation, and educational placement of children with disabilities upon request.

Requires Chicago school district to make its entire special education Procedural Manual and related guidance documents publicly available in print and online in English and Spanish, with other languages available upon request.

Takes effect immediately upon becoming law.
