Amends Illinois Vehicle Code Section 11-605 to remove the requirement that school children must be present and close to a roadway to enforce the 20 mph school zone speed limit.

Defines a school day as running from 7:00 a.m. to 5:00 p.m. (changed from previous language referring to "seven ante meridian" and "four post meridian").

Establishes minimum fines of $150 for first violations and $300 for second or subsequent violations of the school speed limit.

Creates an "aggravated special speed limit while passing schools" offense: Class B misdemeanor for driving 26-34 mph over the limit, and Class A misdemeanor for driving 35+ mph over the limit in school zones.

Applies the 20 mph speed limit to public and private primary/secondary schools, religious schools, and public/private/religious nursery schools, with enforcement only when appropriate signs are posted.
