Amends Section 12-207 of the Illinois Vehicle Code regarding spot lamps and auxiliary driving lamps on motor vehicles.

Spot lamps must emit white light without glare and be aimed so the high-intensity beam does not extend more than 100 feet ahead or to the left of the vehicle's extreme left side.

Motor vehicles may be equipped with up to 3 auxiliary driving lamps showing white light (including high intensity discharge lamps) or yellow/amber tinted light, mounted on the front between 12 and 42 inches above ground level.

Exempts authorized emergency vehicles and snow/ice removal equipment owned or operated by governmental bodies from these light restrictions.

Exempts privately owned vehicles with mounted snow plows from height restrictions on auxiliary driving lamps during November 15 through April 1, only when the plow blade is properly affixed to the vehicle.
