Creates the Law Enforcement Recruitment and Retention Fund as a special fund in the State Treasury.

Authorizes the Illinois Law Enforcement Training Standards Board to award grants from the fund to local government units, public higher education institutions, and qualified nonprofit entities for hiring and retaining law enforcement officers.

Prioritizes grants for underserved areas with greatest need, demographic and geographic diversity of officers, cost-effective spending on recruitment and retention, and grants impacting multiple employers.

Allows the Board to establish eligibility requirements and distribution rules by regulation, and requires consideration of Uniform Crime Reporting Act compliance when awarding grants.

Fund receives revenues from fees, gifts, grants, awards from public or private entities, and interest earned on fund moneys.
