IL HB3865

Amends the Consumer Fraud and Deceptive Business Practices Act to add protections for veterans and military members receiving benefits services.

Requires any person providing veteran or military benefits services in exchange for payment to disclose in advertising that such services are available free from county veteran service officers, the Illinois Department of Veterans Affairs, and federally chartered veteran service organizations.

Prohibits unlawful practices including failing to obtain required state or federal qualifications and certifications for providing benefits services.

Requires persons acting as fiduciaries for veterans receiving benefits to meet federal responsibilities under 38 CFR 13.140 and persons providing representation before the Department of Veterans Affairs to meet conduct standards under 38 CFR 14.632.

Prohibits charging fees or expenses in violation of federal regulations 38 CFR 14.636 or 14.637.
